The Senior Technical Project Manager will play a key role in elevating technical project management across the entire Commerce Technology & Digital portfolio. They will apply technical project management principles to develop standards, tools, and templates to be used by all project teams. The successful candidate will have experience in delivering technology solutions in an Agile environment, understand strategic planning and portfolio management processes, and ability to proactively identify issues and implement solutions. They will work closely with Commerce Leadership and the Strategic Planning & Project Management Office team to develop a best-in-class technology organization, delivering predictable value to our customers.
The Senior Technical Project Manager will report to the Manager, Technology.
Primary Responsibilities:
Leads project and program governance for Commerce Project Management Office
Maintains both broad and deep technical knowledge of all Commerce programs
Provides input and feedback to technical project managers and leaders
Ensure project metadata accuracy in portfolio management tool. Work with technical project managers and leaders to correct, as necessary.
Ensures adherence to quality standards and reviews artifacts, including memos, presentations, executive requests, etc.
Tracks progress and reviews project and CAR activities to make certain targeted dates are met appropriately
Contribute to material development and attend Strategic Program Updates, Portfolio Reviews, and any other organization-wide meetings where project/program information is communicated
Contribute to Commerce Technology & Digital strategic planning
Contribute to Commerce planning around Annual Capital Plan (ACP) and Long-Term Plan (LTCP)
Facilitate demand collection, maintain technology roadmap, and assist in prioritization
Input and govern outer-year demand into portfolio management tool
Monitor and assess technology resource capacity
Ensure resource forecast and actuals meet organizational standards
Partner with technical project managers and resource managers to adjust forecast and placeholders, as necessary
Monitor capacity trends and raise risks or issues
Supports Commerce Project Management Office Initiatives
Create templates, processes, standard methodologies, on-boarding plans and other documentation as necessary to standardize and elevate technical project management function
Support leadership of project management team and help define strategic direction of technical project management function
Build support and gain consensus for unified technical project management standards
Skills, Knowledge, and Experience
Required
Four-year college degree in Information Technology, Business or related field or related work experience
4+ years of technical program and project management experience working with technical teams developing enterprise class solutions
Hands-on experience with practices such as Agile, Lean, Kanban, Waterfall as well as extensive experience with pragmatic blending of styles to facilitate collaboration and delivery
Ability to understand architectural and technical aspects of projects
Experience with Agile Application Lifecycle Management and development tools like JIRA, Confluence Wiki
Understanding of Agile technical practices, DevOps and testing concepts (CI/CD, TDD)
Experience with budget tracking and complex cost-benefit analysis
Preferred
Clarity MyPPM or other portfolio management tool experience
SmartSheet experience
Experience building project management office artifacts
Technical Project Management experience in SDLC (Software Development Lifecycle)
Project Management Professional (PMP) Certification
Agile Certifications (CSM; ACP; CSPO; SAFe; LeSS)
Advanced presentation storytelling and design skills (Adobe, etc)
