Job Summary:

The Program Manager, Capital Planning, is responsible for the development, governance, and execution of the recurring capital program across the Corporate Real Estate portfolio. This role leads the end-to-end capital planning process, translating asset condition, engineering inputs, and business priorities into actionable capital investment plans.

This position serves as a critical link between Engineering Services, Infrastructure Operations, Design & Delivery, Finance, and Environmental Sustainability teams. The role drives capital portfolio performance ensures compliance with corporate governance requirements, and maintains the integrity of asset data used to inform long-term infrastructure strategy.

The Program Manager acts as the primary driver of capital planning execution, ensuring that capital investments are properly scoped, financially justified, and aligned with lifecycle, risk, and enterprise objectives. This role leverages digital tools and data platforms to enhance portfolio visibility, reporting accuracy, and data-driven decision-making across the capital program.

What You Will Do…

  • Develop, maintain, and continuously improve integrated recurring capital plans, including 1–5 year Annual Operating Plan (AOP) and long-range planning (10–20 years)
  • Lead project intake, prioritization, and planning processes, ensuring alignment with asset condition, lifecycle requirements, operational needs, and financial targets
  • Coordinate with Engineering Services, Infrastructure Operations, and Design & Delivery teams to develop detailed scopes, cost estimates, and project justifications
  • Evaluate and prioritize capital investments across competing needs, balancing risk, asset lifecycle, business impact, and financial constraints
  • Manage the recurring capital program, including tracking project status, identifying risks, and recommending portfolio adjustments
  • Support development and evaluation of unplanned capital requests, ensuring proper prioritization and alignment with portfolio strategy
  • Manage capital governance processes, including preparation and coordination of Capital Authorization Requests (CARs), PSCS approvals, and required financial documentation
  • Partner with FP&A, Controllership, and Fixed Assets teams to ensure accurate forecasting, capitalization treatment, and compliance with corporate financial policies
  • Maintain and track AOP vs forecast performance, including budget variance analysis, cash flow tracking, and financial reporting
  • Consolidate capital plans and facilitate governance reviews with senior leadership and Finance stakeholders
  • Ensure all capital investments meet established financial and operational criteria, including lifecycle, risk mitigation, and return-based justifications (where applicable)
  • Manage the performance of the capital portfolio, including schedule, budget, risk, and overall program health across all projects
  • Develop and maintain portfolio-level reporting, dashboards, and executive summaries to support decision-making and governance reviews
  • Design and manage digital workflows and reporting frameworks to provide real-time visibility into capital program performance across regions
  • Develop analytical dashboards and reporting tools that provide insight into capital investments, utility consumption, cost trends, and portfolio performance across asset types
  • Identify portfolio risks, capacity constraints, and funding gaps, and recommend mitigation strategies
  • Lead recurring capital review meetings, AOP planning sessions, and portfolio governance rhythms
  • Own the integrity, accuracy, and usability of asset data across systems, ensuring it supports lifecycle planning and capital decision-making
  • Partner with Engineering Services teams to validate asset condition, remaining useful life, and replacement strategies
  • Support integration and utilization of CMMS and enterprise asset management platforms to connect maintenance activity, asset condition, and capital planning workflows
  • Maintain alignment between asset data, capital plans, and completed project records to ensure consistency across systems
  • Develop and maintain data standards, governance processes, and reporting frameworks to enable consistent, data-driven capital planning
  • Integrate asset data, capital investment tracking, and operational performance metrics into unified reporting and analytics tools
  • Partner with Environmental Sustainability (ESR) teams to identify, quantify, and prioritize energy, water, and carbon reduction opportunities within the capital program
  • Integrate sustainability considerations into project prioritization, business case development, and long-range capital planning
  • Track and report sustainability outcomes from capital projects, including energy savings, emissions reductions, and resource efficiency improvements
  • Develop reporting and analytics tools to provide visibility into utility consumption, cost performance, and trends across different site types
  • Support development of utility optimization strategies and alternative energy initiatives aligned with enterprise sustainability goals
  • Lead coordination across Engineering Services, Infrastructure Operations, Design & Delivery, Finance, and Sustainability teams to ensure alignment on capital priorities
  • Translate engineering assessments, asset data, and financial inputs into actionable capital plans and executive-level insights
  • Drive consistency in scope definition, cost estimation, prioritization methodologies, and planning standards across the portfolio
  • Establish and maintain planning cadence and governance rhythms, including capital reviews, forecasting cycles, and portfolio updates
  • Identify opportunities to improve capital planning processes, tools, and workflows to increase efficiency and decision quality
  • Manage third-party consultants and vendors supporting cost estimation, asset validation, and capital planning activities

You will need these skills to be successful…

  • +6  years or more of experience in capital planning, capital program management, facilities/infrastructure project delivery, or construction project management
  • Strong financial acumen, including capital budgeting, forecasting, and investment justification
  • Experience managing multi-project capital portfolios, including long-range planning (LRP) and AOP development
  • Working knowledge of building systems, infrastructure assets, and lifecycle planning principles
  • Experience working with CMMS or asset management platforms and maintaining asset data integrity
  • Experience developing dashboards, reporting tools, and data-driven insights for executive audiences
  • Strong cross-functional coordination skills across Engineering, Finance, Design & Delivery, and Operations
  • Excellent written and verbal communication skills, including preparation of executive-level materials

The hiring range for this position in Burbank, CA is $139,200 to $186,600 per year. The base pay actually offered will take into account internal equity and also may vary depending on the candidate’s geographic region, job-related knowledge, skills, and experience among other factors. A bonus and/or long-term incentive units may be provided as part of the compensation package, in addition to the full range of medical, financial, and/or other benefits, dependent on the level and position offered.
