GENERAL ROLE DESCRIPTION:
The Construction Manager, QAQC is the functional leader responsible for the development and implementation of the Owner the policies and plans on Project overall quality assurance and quality control (Known as “QAQC”). This position requires interacting with many different parties including Operations, AD&E, Shows, Ride, third party test agents, contractors to ensure their performance meet with WDI quality standards and protocols. Interact with executive management on QAQC related matters and to provide solutions and options to challenges. As member of the construction management team, this position also required to lead the CM document control team to ensure proper procedures compliance.
CORE FUNCTION & RESPONSIBILITIES:
- The RI for the development and implementation of Disney’s QAQC Standards.
- Leading a team of QAQC professionals to provide directions, advices and guidance to the project team to meet with WDI Standards, Policies and Statutory codes and regulations.
- Review, grow and develop the QAQC team to meet with the business needs of WDI.
- Able and willing to make timely feasible decisions independently
- Provide innovative solutions to vendors to meet with Disney’s stringent requirements
- Report to the Executive Management on QAQC related matters and where necessary recommendations on refinement to company practices and standards.
- Peer review to other job sites outside Hong Kong, compile reports with suggestions to abnormalities observed.
- Review noncompliance reports and corrective actions. Provide advice to Contractor for revision of existing procedures
- Develop project quality assurance plan and monitoring execution performance.
- Lead project inspection and testing plan (“ITP) development and execution. Obtain alignment with all related parties
- Ensure contractors are working with latest and approved (shop) drawings.
- Ensure site records such as Daily Report /progress photo are properly maintained.
- Monitor contractor/consultant quality staff working performance. Provide guidance where needed.
- Ensure all the project documents/test report/products certificate are well archived in line with WDI practice.
- Lead project handover procedures and ensure all the punchlists are properly assigned, tracked and closed out.
- Provide regular lesson learnt to the team
- Provide support to Government’s inspections and ensure necessary records are in place.
- Manage and review contractor handover documents for Operations FES team.
QUALIFICATIONS and SKILLS
- Degree holder or above in Engineering
- Chartered Professional Membership in relevant discipline
- An expert in Construction with at least 15 years (20+ preferred) of relevant experience from Project developments and construction site. Fluent in reporting to executive management in an effective concise manner and able to provide innovative, balanced solution
- Strong leadership skills and in managing professionals from various backgrounds, experience and cultures.
- Ability to handle multiple priorities and projects
- Solid experience with major building contractors or owners
- In-depth knowledge of Hong Kong Codes and practices
- Fluent in spoken and written Chinese and English, ability to communicate effectively with management, contractor and field personnel
- Strong interpersonal skills in articulating good practices to various trades.
